There are several housing authorities in Kentucky. Applicants can fill out a Section 8 application online when there is an open Section 8 waiting list online or at the housing authority. These waiting lists can open and close frequently throughout the state. Keep in mind that you can be on several different waiting lists at once when you apply for Section 8 rental assistance. This does however depend on the preferences of the administering housing authority.
HUD is actually the Federal agency that funds government subsidized rental assistance programs. So there is no HUD application per se. If someone wants to apply for Section 8 rental assistance, they must do so through their local PHA. The Section 8 Housing Choice Voucher program is a government subsidized housing assistance program for a low income family or individual. The tenant will pay about 30% of their monthly income for rent. Section 8 will pay for (subsidize) the rest. The application process is completely free.

Landlords must have their property inspected by the Louisville housing authority in
order to rent to a Section 8 tenant and accept the Section 8 housing voucher. The landlord will prepare their own lease, but it will be no less than for one year.
