Is a Section 8 application for the Family Self Sufficiency Program?

When there is an open Section 8 waiting list, most PHA's will post their applications online. Long lines on campus are common when there is an open Section 8 waiting lists. By posting applications online for Section 8, it makes the application process not only easier, but safer.

The Family Self-Sufficiency (FSS) program is an employment and savings incentive program for low-income families that have Section 8 vouchers or live in public housing. The FSS program was enacted in 1990, based on a proposal by the first Bush Administration. It consists both of case management services that help participants pursue employment and other goals, and of escrow accounts into which the public housing agency (PHA) deposits the increased rental charges that a family pays as its earnings rise. Families that complete the program may withdraw funds from these accounts for any purpose after five years.

The FSS program provides a unique opportunity for PHAs to implement a program that directly benefits both themselves and public housing and Section 8 residents at little or no additional cost to the PHA. (The U.S. Department of Housing and Urban Development covers most program costs.) Despite the many potential advantages of the FSS program, however, it is currently underutilized. Fewer than half of PHAs offer the FSS program to residents. In addition, most agencies that do offer FSS sharply limit program size. As a result, fewer than five percent of families with children in the public housing and Section 8 voucher programs currently participate in FSS. There is no Section 8 application that need be competed for this program. Our Online Packet can assist you in finding applications and apply for Section 8 online when applications are being accepted. How do I find a landlord after I have a Section 8 Voucher?

The full name of the Section 8 rental assistance program, is the Section 8 Housing Choice Voucher Program, with "Choice", being the operative word. The tenant is able to choose where they would like to live and pick their own landlord. In other rental assistance programs, like Public Housing, the tenant has to live in a predetermined dwelling. The Section 8 Housing Choice Voucher program is a government subsidized housing assistance program for a low income family or individual. The tenant will pay about 30% of their monthly income for rent. Section 8 will pay for (subsidize) the rest.

Landlords must have their property inspected by a division of the Section 8 office in order to rent to a Section 8 tenant and accept the Section 8 housing voucher. The landlord will prepare their own lease, but it will be no less than for one year.

By urging section 8 landlords nationwide to participate in government rental assistance programs, and educating them about subsidized housing, the gap between a low income tenant and an independent landlord is being reduced. You can apply for Section 8 by completing a Section 8 application when those applications are being accepted by a Pennsylvania Housing Authority.
